The next meeting of the "Exchange, Cooperation, and Support Platform" (PECO) Committee of the Council of Bars and Law Societies of Europe (CCBE) was held in Vienna, the capital of Austria.
The delegation of
the Azerbaijan Bar Association (ABA), led by its chairman Anar Baghirov,
participated in the meeting.
During the meeting,
reports were presented by member institutions of the CCBE and observers.
Updated information was shared regarding the current state of the legal
profession and recent changes in the justice systems of various countries.
Additionally, the
head of the International Cooperation Department of ABA, Gozal Huseynzade,
presented a detailed report on the activities of the Association in recent
years and the positive impact of these efforts on the increase in the number of
lawyers and the enhancement of the profession’s reputation in society. The
report highlighted reforms aimed at strengthening the institution of advocacy,
improving the professional training level of lawyers, protecting their rights,
enhancing their role in the legal system, and expanding citizens' access to
legal aid. It was also emphasized that various cooperation programs were being
implemented to ensure the active participation of lawyers in international
legal communities.
Following the
presentation of the report, members of the ABA delegation answered questions
from the meeting participants, and transparent discussions were held.
During the
discussions, ABA Chairman Anar Baghirov emphasized the complete independence of
the legal profession. He stated that ABA is financially independent and does
not receive financial support from any state, private, or foreign organization.
The financing of the Association is carried out solely through funds obtained
from legal practice, ensuring the full independence of the legal profession.
Anar Baghirov noted that this independence contributes to the improvement of
legal services and enhances citizens’ access to justice.
Additionally, the
issue of VAT imposition on free legal aid in some countries was discussed
during the meeting. Elchin Usub, a member of the ABA Presidium and ABA’s
authorized representative at PECO, delivered a speech on this topic, sharing
his observations and suggestions. He explained Azerbaijan’s experience in this
area and the current situation in the region, highlighting the potential
negative effects of such tax policies on the accessibility of free legal aid.
Subsequently, other
items on the meeting’s agenda were discussed, and an exchange of views took
place.
