On June 5, 2026, Anar Baghirov, Chairman of the Presidium of the Azerbaijan Bar Association (ABA), met with delegations led by Necat Yağcı, President of the Kars Bar Association, and Barış Günaydın, President of the Eskişehir Bar Association, who were visiting Azerbaijan.
The guests first visited the Alley of Honor, where
they laid fresh flowers at the tomb of National Leader Heydar Aliyev and paid
tribute to his memory. They then visited the Eternal Flame Memorial at the
Alley of Martyrs, as well as the Turkish Martyrs' Memorial.
The delegation also visited Victory Park in Baku.
During the visit, they were informed about the park, which was established to
preserve the memory of Azerbaijan's historic victory in the Patriotic War and
to honor the country's fallen heroes.
At the meeting, held at the Hilton Hotel, Chairman
Anar Baghirov warmly welcomed the guests and emphasized that the brotherly
ties, friendship, and cooperation between Azerbaijan and Türkiye have grown
even stronger in recent years.
He noted that the shared history, culture, and
spiritual values uniting the two nations have also contributed to strengthening
relations between their legal institutions. He stressed that the visionary
policies pursued by the heads of state have elevated bilateral relations to the
level of a strategic partnership, positively influencing cooperation between
the two countries' bar associations.
Providing an overview of the reforms implemented by
the Azerbaijan Bar Association in recent years, Chairman Baghirov spoke in
detail about the institutional development of the legal profession in
Azerbaijan, the modernization of the Bar Association's governance, the
strengthening of its financial independence, and the broad introduction of
electronic legal services. He emphasized that strengthening the legal
profession remains one of the priorities of state policy and continues to
receive consistent support from the country's leadership.
Anar Baghirov also recalled the Summit of the Bar
Associations of the Turkic World, jointly organized by the Union of Turkish Bar
Associations and the Azerbaijan Bar Association in Ankara two years earlier. He
noted that the summit played a significant role in strengthening ties among the
bar associations of Turkic states, expanding close cooperation, and promoting
the establishment of a common legal platform. He further expressed confidence
that the dynamic development of relations among the legal institutions of the
Turkic states would soon lead to the establishment of a Union of the Bar
Associations of the Turkic States, which would elevate legal cooperation to a
new level.
For his part, Barış Günaydın, President of the
Eskişehir Bar Association, thanked the Azerbaijan Bar Association for its warm
reception and hospitality. He highly praised the existing legal cooperation
between Azerbaijan and Türkiye and recalled with satisfaction his previous
visit to Azerbaijan. Mr. Günaydın noted that the visit of lawyers from the
Sumgait Regional Law Office to Eskişehir and the meetings held during that
visit had made an important contribution to strengthening bilateral relations.
He described the signing of the twinning protocol between the two law offices
as a landmark achievement, emphasizing that it has created favorable conditions
for expanding professional exchanges and strengthening ties between lawyers.
In his remarks, Necat Yağcı, President of the Kars
Bar Association, expressed his satisfaction with the first official meeting and
underlined the importance of further developing the friendly and cooperative
relations between the legal professions of Azerbaijan and Türkiye. He stated
that expanding contacts between the legal communities of the two brotherly
countries would contribute significantly to professional development and the
exchange of practical experience. Mr. Yağcı also expressed his hope for
organizing future exchange programs, strengthening professional ties among
lawyers, and holding joint conferences and training programs, noting his
confidence that such cooperation would be beneficial for both institutions.
At the conclusion of the meeting, the participants
exchanged views on issues of mutual interest and presented commemorative gifts
to one another.
During their visit, the guests also visited the
Ministry of Justice of the Republic of Azerbaijan, the Adalat Law Office, and
the Sumgait Regional Law Office. At the respective offices, Mukhtar Mustafayev,
a member of the Presidium of the Azerbaijan Bar Association and Head of the
Adalat Law Office, and Anar Gasimli, Head of the Sumgait Regional Law Office,
provided detailed information about their institutions' activities, the legal
aid services they provide to citizens, and their operational practices. The
delegations familiarized themselves with the working conditions at the law
offices, exchanged views with local lawyers, and shared professional experience
regarding the organization of legal services.
The meetings also included discussions on
opportunities for expanding bilateral cooperation and implementing future joint
initiatives.
As part of the visit, the guests paid tribute to the
memory of Mustafa Kemal Atatürk, the founder of the Republic of Türkiye, by
visiting his monument in Baku and honoring his legacy with deep respect.
