Problems in the field of legal aid at the expense of the state are on the agenda

Today, a meeting of the Presidium of the Bar Association was held in an expanded format with the participation of the heads of law offices. The meeting discussed "Analysis of legal aid provided by the state in 2020, current problems and future prospects in this area." Opening the online meeting, Chairman of the Board Anar Bagirov noted that as a result of President Ilham Aliyev's attention and care for the Azerbaijani advocacy, the payment of legal aid from the state budget by the Decree dated 03.04.2019 to the Bar Association was entrusted.

In this regard, the Presidium of the Board took appropriate measures in a short period of time, including the payment of fees (amounts) to all law offices and individual lawyers in the country in a centralized manner for legal aid provided at the expense, accurate records of relevant documents were provided.

It was noted that although 5519,250 manat was allocated from the 2020 state budget to the Bar Association for banking services, a total of 2,664,167 manat was spent on these decisions, the total balance of unused funds was 2855083 manat, the balance of the treasury account was returned to the unit treasury account.

Continuing his speech, Anar Bagirov informed the meeting participants about the relevant statistical reports on the analysis of legal aid provided at the expense of the state in 2020, some problems in this area, in particular, incorrect preparation of documents by law offices, non-compliance with duty lists, improper preparation of documents by law offices, non-compliance with duty lists, selective approach by relevant government agencies when sending decisions on appointment to law offices and individual lawyers, formal advocacy, etc. brought such shortcomings to the attention of the heads of law offices.

At the end, extensive discussions were held on the issue, many problems encountered in practice in this area were noted, and specific practical suggestions for future activities in this area were suggested.
